THE FARMERS: THE NEW LAW FOR THE AGRICULTURAL LANDS’ SALES CONFUSING THE LAND MARKET

The President of League of Associations of Agricultural Producers in Romania (LAPAR), Laurentiu Baciu, believes that the new law on land sales between individuals does not cover issues of cadaster and the costs they will face municipalities.

"It was not taken into account that there are many lands without cadaster, nor succession is made and where it sells a smaller area of land then the costs are too high relative to revenue," said Baciu at a meeting with members LAPAR.

According to the law project adopted by parliament, the seller must notify the mayor on sale. This, in turn, must notify beneficiaries of the right of first refusal with respect to this action, that all co-owners, neighbors, tenants and the Ministry of Agriculture. These actions cost as mail services are not free. Such expenditures, by law charge to municipalities, which even complain that barely have money to pay utility bills and pay salaries.

In addition, agricultural lands are not surveyors, and all transactions must be made ​​on the Land Registry.
