Romania has received the European Commission decision approving Romanian Green Certificates renewable energy support scheme

The Competition Council as the State aid contact for Romania in relation to European Commission has received the official decision of the European Commission (EC) authorizing the support scheme for electricity produced from renewable energy sources through energy mandatory quotas system combined with green certificates transaction.

The scheme is established by the Law 220/2008, but it has not applied yet because the support measures provided were of State aid nature and for their application the authorization of the European Commission was required.

Other countries such as Austria, Belgium, United Kingdom

notified for authorization to the EC the support measure for making investments through green certificates in order to align it to the EU policy to promote use of electricity from renewable energy sources.

The decision approving the State aid scheme for producers of energy from renewable sources will become public in 20 working days according to the procedures.

The main amendments aimed at avoiding overcompensation on the whole producers and State  aid cumulus from several sources. Also, in comparison with the provisions of the Law no. 220/2008, the draft ordinance provides with for a reduced number of green certificates for

certain technologies, respectively: from 3 to 2 certificates for electricity generated from geothermal energy, biomass (other than that derived from energy crops), bio liquids, biogas, and from 3 to 1 certificate for electricity generated from the gas processing waste and mud fermentation gas. The number of green certificates for hydro, wind and solar energy and for biomass derived from energy crops was maintained.
